Certificates of Veterinary Inspection (CVIs)

A Certificate of Veterinary Inspection (CVI) for an animal intended for importation into Wyoming is valid only when:

  • It is issued by an Accredited Veterinarian who has personally performed a visual inspection of the animal.
  • It is complete and legible.
  • All required identification, testing, treatments, vaccinations, and declarations have been completed.

CVIs are valid for 30 days from the date of issuance unless otherwise specified by order of the Wyoming State Veterinarian.

CVIs for animals imported into Wyoming must be received by the Wyoming Livestock Board within 14 days of issuance.

A CVI is not required when:

  • Moving directly to an Approved Livestock Market or Recognized Slaughter Establishment for immediate slaughter.
  • Moving directly to a Wyoming licensed veterinarian for treatment, diagnosis, or testing and then directly back to the premises of origin.
  • Returning to Wyoming under an approved Commuter Permit or Adjacent State Contiguous Property Movement Permit.
  • Wyoming-origin animals returning directly from an out-of-state veterinarian.
  • Equine traveling under a valid Extended Equine Certificate of Veterinary Inspection (EECVI).

The Wyoming Livestock Board accepts electronic CVIs submitted through USAHA-approved vendors.

Official Identification

When official identification is required, the identification number must be listed on the Certificate of Veterinary Inspection.

If cattle, bison, or yak are moving directly to an Approved Tagging Site before importation, the following statement must appear on the CVI:

“Bovinae in this shipment are moving to an Approved Tagging Site.”

The requirements for the following movement reasons and type of cattle are described below.

  • No CVI required.
  • Official ID or a USDA-approved backtag is required for import direct to slaughter UNLESS a USDA-approved backtag will be placed at the slaughter establishment.
  • No CVI required.
  • No Official ID required.
  • CVI issued within the last 30 days. 
  • If cattle have Official ID prior to import, it must be listed on the CVI. 
  • If cattle do not have Official ID, the statement “Bovinae in this shipment are moving to an Approved Tagging Site” must be included on the CVI.
  • No CVI required.
  • Official ID is not required for import. Classes of cattle requiring official ID must have official ID applied at the market.
  • Bulls being imported to a Livestock Market to be sold for breeding purposes must have a negative Trichomoniasis test within 14 days prior to sale.
Bulls
  • Virgin and under 18 months of age
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • If 6 months of age or older, a negative Tuberculosis test is required within 12 months of import.
  • 18 months or older OR Non-virgin and under 18 months of age
  • Rodeo/recreational use AND sale:
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • If 6 months of age or older, a negative Tuberculosis test is required within 12 months prior to import.
  • Bulls must have a negative Trichomoniasis test within 60 days prior to entry with no exposure to female cattle for 14 days prior to testing and from the time of test until import. Tests are void after bulls have been commingled with female cattle
  • Rodeo/recreational event use only:
  • CVI issued within the last 30 days.
  • Regardless of age, official ID is required and must be listed on the CVI.
  • If 6 months of age or older, a negative Tuberculosis test is required within 12 months prior to import.
  • A Trichomoniasis test is not required if the bull remains under confinement and does not commingle with female cattle.
Cows, heifers, and steers:
  • CVI issued within the last 30 days.
  • Regardless of age, official ID is required and must be listed on the CVI.
  • If 6 months of age or older, a negative Tuberculosis test is required within 12 months prior to import.
  • Cows and heifers 12 months of age and older must be brucellosis vaccinated for import.
Bulls
  • Virgin and under 18 months of age
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • 18 months or older OR Non-virgin and under 18 months of age
  • Exhibition AND sale:
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Bulls must have a negative Trichomoniasis test within 60 days prior to entry with no exposure to female cattle for 14 days prior to testing and from the time of test until import. Tests are void after bulls have been commingled with female cattle
  • Exhibition only:
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • A Trichomoniasis test is not required if the bull remains under confinement and does not commingle with female cattle.
Cows, heifers, and steers:
  • CVI issued within the last 30 days.
  • Official ID is required and must be listed on the CVI.
  • Exhibition heifers are exempt from brucellosis vaccination requirements as long as they are not staying in Wyoming (ifthey are staying in Wyoming, please the movementrequirements for dairy or beef cattle).
  • The commuter or adjacent state permit must be approved by the State Animal Health Official of both the state of origin and destination.
  • Note: Nebraska is no longer approving commuter or adjacent state permits.
  • Wyoming origin animals returning to Wyoming:
  • Original CVI from initial movement
  • Copy of approved Commuter/Adjacent State permit
  • Animals from other states coming to Wyoming:
  • CVI issued within last 30 days.
  • Copy of approved Commuter/Adjacent State permit
  • Import requirements as documented in the Commuter/Adjacent State permit must be
    followed.
Bulls
  • Virgin and under 18 months of age
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • 18 months or older OR Non-virgin and under 18 months of age
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Bulls must have a negative Trichomoniasis test within 60 days prior to entry with no
    exposure to female cattle for 14 days prior to testing and from the time of test until
    import. Tests are void after bulls have been commingled with female cattle
Cows and heifers
  • Emergency Federal Rule:
  • Lactating dairy imported from States with Unaffected State Status under the
    National Milk Testing Strategy are no longer required to be tested for highly
    pathogenic avian influenza (HPAI) H5N1 prior to movement. State status can be
    found here
  • Lactating dairy cattle imported from States that do not have Unaffected State
    Status, must have a negative test for Influenza A within 7 days prior to movement.
  • Under 12 months of age
  • Import destination is in the DSA
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Brucellosis vaccination is required for heifers 4 months of age and older prior to import, unless the calf is still by it’s mother’s side.
  • All DSA heifers must be brucellosis vaccinated when they become vaccine eligible (4 months of age) or by February 1.
  • Import destination is NOT in the DSA
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Brucellosis vaccination is required by 12 months of age.
  • 12 months of age or older
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Brucellosis vaccination is required and must be noted on the CVI.
Bulls
  • Virgin and under 12 months of age
  • CVI issued within the last 30 days.
  • No Official ID required
  • Virgin and 12 months to 18 months of age
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • 18 months or older OR Non-virgin and under 18 months of age
  • CVI issued within the last 30 days
  • Official ID required and must be listed on the CVI.
  • Bulls must have a negative Trichomoniasis test within 60 days prior to entry with no

  • Under 12 months of age and is a calf still by it’s mother’s side
  • CVI issued within the last 30 days.
  • Official ID is not required for calves still at their mother’s side.
  • Under 12 months of age but is NOT a calf by it’s mother’s side
  • Import destination is in the DSA
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI
  • Brucellosis vaccination is required for heifers 4 months of age and older prior
    to import.
  • Import destination is NOT in the DSA
  • CVI issued within the last 30 days.
  • Official ID is not required.
  • 12 months of age or older
  • CVI issued within the last 30 days.
  • Official ID required and must be listed on the CVI.
  • Brucellosis vaccination is required and must be noted on the CVI.
Bulls
